How do I file a report with Visa or Mastercard about a merchant?

This process is used when you want to file a report about a merchant through Visa or Mastercard. Examples of reasons include, but aren’t limited to: 

  • There was a minimum or maximum purchase amount required to accept a card as payment. 
  • There was a required surcharge for the transaction. 
  • The business would not accept the card. 
  • You were asked for an additional piece of identification. 

To file a report with Visa  

  1. Visit https://usa.visa.com/Forms/visa-rules.html.
  2. Fill out the form with the requested information about yourself and the merchant.
  3. Complete the Incident details section.
  4. Provide any additional information about what happened, then select Submit

Please be aware, Visa typically doesn’t respond to the person submitting the form. The form is used to investigate the reported problem only.

To file a report with Mastercard  

  1. Visit https://www.mastercard.us.  
  2. Scroll to the very bottom of the page and select FAQs.
  3. Select the Problems shopping topic to open a series of questions and information about surcharges.
  4. Review the questions and determine which one best fits your case.
  5. Follow the applicable instructions provided by using the send us an email link to contact Mastercard.
